Overview

The Rashtriya Uchchatar Shiksha Abhiyan, a centrally sponsored scheme launched in 2013 ,the RUSA aims at providing strategic funding to eligible State Higher Educational Institutions. The central funding (in the ratio of 60:40 for general category states) is based on norms and is outcome dependent. Funds flow from the Ministry of Education through the state governments/union territories before reaching the identified institutions. Now funds are released under the scheme using Single Nodal Account through PFMS. This has significantly streamlined disbursement of funds and has led to faster and timely utilization of funds.

Objectives

The key objectives of RUSA are to improve access, equity and quality in higher education through planned development of higher education at the state level. Objectives include creating new academic institutions, expanding and upgrading the existing ones, developing institutions that are self-reliant in terms of quality education, professionally managed, and characterized by greater inclination towards research and provide students with education that is relevant to them as well the nation as a whole.

The following are the primary components of RUSA that capture the key action and funding areas that must be pursued for the fulfilment of the targets:

Acheivements

  • The digitization of the college have been strengthened with RUSA support. RUSA support to build new Computer Lab for the students in 60 RUSA funded institutions.

  • The construction of 10 Seminar Halls, 08 Multipurpose Hall and 35 Smart Classrooms have been completed under three heads of of Infrastructure Grants in 7 Universities and 53 Colleges.

  • “Free Wi-Fi Zone” has been provided to Students in 60 institutions of RUSA where the students can access various information regarding competitive exams, jobs, latest advancement.

  • The Ministry of Human Resources Development (MHRD), Government of India and the University Grants Commission have launched the Global Initiative of Academic Networks (GIAN) in Higher Education aimed at tapping the talent pool of scientist and entrepreneurs, internationally to encouraged their engagement with the institute of Higher Education in India which is a prestigious and ambitious scheme for uplifting the quality of teaching learning processes in 5 State universities.

  • To improve education of the most vulnerable and marginalized sections, Universities and Colleges under RUSA have ensures special focus is placed on girls’ education. Under Equity Initiative component 02 girls hostels have been prepared.

  • 32 laboratories, 02 computers and informatics Centre (UCIC), and 20 Classrooms have been upgraded from RUSA branch.

  • For implementation of Integrated University Management System (IUMS-e-Governance) at Kurukshetra University, Kurukshetra 28 research scholars have been admitted in PhD under different research centres and departments under Enhancing Quality & Excellence component of RUSA.

  • Kurukshetra University, Kurukshetra has signed MoU for soft skills and employability training of students and completed the 20 batches. Beneficiaries students 2412 under CRC Centre under Enhancing Quality & Excellence component of RUSA.

  • All the 60 buildings constructed under RUSA are Differently Abled friendly as facilities of Ramp and Washrooms have been provided for them.
